What it is
A Small valuable worth $2,000 to $3,000 with a mass of 1. On heavy damage it stuns nearby players and enemies for a generous stretch of seconds. The manufacturer is unreadable — the textures are too low-resolution to tell.
Handling it
The wiki's own advice is to zoom it out and hit an enemy with it if you are cornered, then repeat while teammates attack. That works, and it is the reason a $2,000 Small item is worth carrying past its price. The catch is that the stun catches your team too, and every heavy hit removes value. Keep it in the C.A.R.T. as a reserve rather than in your hands.
